| A Messege From Chief Thomas Carr Concearning Furloughs. |

Yesterday you received an email from the mayor citing the city’s budget situation for next year and the need for employees to assume some of the burden through the use of furlough days. The mayor left the timing of the implementation of the furloughs of fire fighters to the fire chief. No decisions have been made. Chief Finley , Tippett and I will spend the weekend into next week looking at our options. Of course the goal is to have as little impact on CFD personnel and service as possible while meeting the mayor’s stated goal. Feel free to send ideas which accomplish real dollars savings in personnel costs through your chain of command.
I have attached the “2010 Budget Introduction to Charleston City Council” power point presentation which provides a global perspective of the situation for next year. Note that public safety makes up more than half of the proposed budget. While the furloughs will be extremely painful there is some growth in our budget including new apparatus. This can occur because dollars for apparatus come from borrowed money which can not be used for salaries.
So, as we have discussed all year, 2010 will be a tough budget and who knows about 2011. It’s difficult to deal with this anytime but over the holidays is especially hard. Please take care of yourselves, each other and your families.
